Most likely due to the call for unity amongst p.o.c and women; as they were starting to be allowed to work more industrial jobs they normally couldn't. On top of this, there were also millions of jobs being created to help supply the front, generating massive productivity across the country and putting millions still reeling from the great depression back into the work force.
