The Taliban was the tribal government of Afghanistan upon withdrawal of the Soviets in the Soviet-Afghan War. The United States offered an ultimatum to the Taliban to oust al-Qaeda from the region. They refused, thus leading to military intervention. 


BTW: 

Afghanistan has no oil and it would be stupid to assume we went there for oil...
