I believe the answer is: intermediate sanctions.

People who are punished with 
intermediate sanctions. usually, have to be monitored by government officials throughout the day even though they're not placed in jail. This usually is done by requiring them to give reports on their location every couple of hours and require them to find a job through government agencies.
