Oedipus calls himself "the worst of men" not because he is an evil and cruel creature, but because of his terrible fate and bad luck.

That's because unbeknownst to him, Oedipus killed his biological father and married his mother has four children with her. When he discovers this, it is extremely sad that his mother (and wife and mother of his children) ends up committing su*c*de with this news and Oedipus pierces his own eyes. That is why he is the "worst of men".
