The correct answer is the majority party. No matter what the legislature in question is, the majority will decide whether or not to accept it. That's why the party and its goals usually are intertwined with the legislature being made. Of course, they can get called out on and their laws can be opposed by the courts and the supreme court if they turn out to be unconstitutional.
