An individual is allowed to transport game without a federal
permit, first, according to the permit from the secretary of agriculture, and
to the requirements of state laws; live migratory freshwater bird raised in confinement
may be controlled, retailed, and can even be transported at any time, for breeding,
and these birds are allowed to be slaughtered in any given manner, excluding
shooting. Carcasses with heads and feet attached may be retailed and
transported at any time to any person for actual ingestion.
