To find 25% of something you have to divide it by 4. So 860 divided by 4 = 215

100% = 1 = 1
75% = 3/4 = 0.75
50% = 1/2 = 0.5
25% = 1/4 = 0.25
10% = 1/10 or 10/100 = 0.1
1% = 1/100 = 0.01

The thing you need to remember is that 25% means 0.25 .
That's the whole problem.  The rest is easy.

0.25 x 860 = 215
