length= 4x-3
width = x

P = 2(l+w)
55= 2(4x-3 +x)
55 = 2(5x-3)
27.5 = 5x-3
27.5+3 = 5x
30.5/5 = x
6.1=x

Width is 6.1 in, length (4 x 6.1 -3) = 21.4
