The left most digits of two numbers are 8 and 3.
which number is the greatest = ?
the number with 8 at its left is greater than the number with 3 at  left. the number which starts with 8 is greater than 3, because 8 is greater than 3. for example if we take the number 81 and 31, 81 is greater than 31
82 and 32, 82 is greater than 32.
so when we compare the two numbers for the largest number to find, the number with greater digit at leftmost is the greater number.
