the answer for this question is: The narrator is reliable because he explains his terror at seeing the cat's image after the fire.
Throughout days, the narrator experienced constant terror in his household, and a low sound of cat growl always heard not long after the terror. When the narrator saw his cat's image on the fire, he realized that the one who've been terrorizinng him all along was the dead spirit of the cat that he murdered.
