When the sun is not directly overhead and strikes the Earth at an angle smaller than 90°, the sunlight has to travel through a thicker layer of the Earth's atmosphere to reach point Y. As a result, some of the sunlight gets scattered or absorbed by the atmosphere before it reaches the surface at point Y. This scattering and absorption reduce the amount of radiation that reaches point Y, resulting in less radiation.
