Under current U.S. law, U.S. citizens caught traveling to Cuba without government permission could be fined and sentences to jail.
This would happen in any country, not just in America - if you don't have the approval to enter a country, and you still do it illegally, then you are likely to go to jail if you are caught. Apart from being imprisoned, you will have to pay a fine which is always expensive.
