The ways in which President Richard Nixon sent messages regarding civil rights in the USA were: (1) The Philadelphia plan- which was a federal affirmative action program in 1967 that established mandatory goals for non-white hiring on federal construction projects, integrating building construction trade unions; and (2) He placed a moratorium on forced school busing, to desegregate school busing.
