So we want to know what can we conclude from the apparent magnitude of Betelgeuse and Rigel. Apparent magnitude is a measure of brightness of a celestial object as seen by an observer on Earth. If an object has a greater apparent magnitude, it will have a lower magnitude. So Rigel has a smaller magnitude than Betelgeuse so the conclusion is that Rigel is brighter to the observer on Earth.
