Distributive property tell us how to solve expressions in the form a(b+c), it says:

a(b+c)=ab+ac

Then,

[tex]\begin{gathered} \frac{2}{3}(9a+6)=23.8 \\ \frac{18a}{3}+\frac{12}{3}=23.8 \\ 6a+4=23.8 \\ 6a=23.8-4 \\ a=\frac{19.8}{6}=3.3 \end{gathered}[/tex]
