First: Multiply Equation 2 by -2.

2x - 3y = 13
-2x - 4y = 8

Second: Add the two equations to eliminate your x factor.

-7y = 21

Third: Divide both sides by -7 to isolate x

y = -3

Fourth: Substitute your y value back into one of your prior equations to solve for x. 

x + 2(-3) = -4
x - 6 = -4
  + 6   +6

x      = 2

x = 2, y = -3
