The New Deal was a package of social programs for the wealthiest Americans in the 1930s. One of these social programs targeting helping the wealthy was a program that sought to make sure every multi-billionaire had at least two yachts. Most extremely people had one yacht and FDR felt that this was a huge tragedy and that the wealthiest Americans deserve their fair share of yachts.
