5x+ 3y -9 = 0
First off, b and mx are on the wrong side so you correct this by adding nine and subtracting 5x.

5x-5x + 3y -9 + 9 = 0 -5x + 9

3y = -5x + 9

you need y not 3y so divide 3y by 3 and you have to do it on both sides

3y/3= -5x/3 + 9/3

y= -5/3x + 3 is your answer please check before hand.
