Why is it better to live in a country ruled by laws rather than one ruled by a few powerful people?

A country ruled by laws makes things fairer for the citizens.

Explanation:

An example is the French Revolution, the citizens were ruled by the king and queen. When the rulers made the country go bankrupt the xitizens. The queen said, "let them eat cake." A country with laws runs smoother and a person cannot be thrown in jail or be treated unfairly by a powerful person because there are laws in place.
