Productive vocabulary are words you can speak or write in an effective manner and mean what you are trying to say.

Receptive vocabulary are words you can comprehend even though you may not be able to pronounce or write the words.

Toddlers can understand more words than they can speak. So the answer would be false. The receptive vocabulary of a toddler is larger than the productive.
