1.Normally, solution percentages are defined as weight(solute)/weight(solution) or weight(solute)/volume(solution). So 60% NaOH solution should be 60g NaOH and 40g H20 (if w/w) or filling up 60g NaOH with water until you reach a total volume of 100mL (if w/v).

2.If NaOH is in pellet form and 60 % preparation is in W/V, then simply dissolve 60 g of NaOH in 100 ml of water. If NaOH is in form of solution then by knowing the grade (%) of original solution, use N1V1=N2V2.
