Dilating, A, is the answer. This is because the definition of congruency includes the triangle or shape being completely equal in shape, size and angles. If the shape was dilated, the surface area would shrink which does not come under the definition of a congruent shape.

Given this, if you rotate or translate (flip) a shape, its dimensions do not change.
