Answer: It is better to assume the risk than assume it is safe when it may not be.

Explanation: There are a lot of chemicals that naturally behave like water; particularly some acids. They may look like water, but can be extremely dangerous when touched or consumed. Thus, it is safer to assume that all chemicals are dangerous and handle them as such.
