Usually, dictators use terror to achieve the objectives of their mandate, called state terrorism. It basically consits in lead the population to behaves, act in a way they would never do if it was not fot the terror or fear inclined by the goverment to meet their objectives. Some examples are: kidnapping, forced dissapearences, ilegal persecution, instruction to their troop to behave in a way that causes terror in the population, etc.
