"one less than something" means that you need to subtract 1 of something. "the quotient of four and a number x" is 4 divided by x = 4/x, where x is a random number.

so if i say "One less than the quotient of four and a number x" the expression would be [tex]\frac{4}{x}  - 1[/tex]
