In the middle of the war, Lincoln hoped to
accomplish with his ten-percent plan of reconstruction to expand slavery in
Mississippi and lessen it in Missouri. Lincoln’s 10% plan states that a state can
be reintegrated if their voting population is ten percent in size who will take
a promise of support to the U.S.
